Retos para la Sostenibilidad: Camino a Río+20

El Objeto de la presente monografía es servir de base para el análisis, el debate y el fomento de una amplia participación social aportando elementos de valoración como contribución y apoyo a la posición española en la próxima Conferencia de las Naciones Unidas sobre Desarrollo Sostenible que se celebrará en Río de Janeiro en junio de 2012, comúnmente denominada «Río+20».

Sin duda hoy tenemos mayor necesidad de una acción estratégica mundial para responder a los retos globales y para acelerar la transición hacia el desarrollo sostenible con una «economía verde» o ecológicamente eficiente.

También resulta más urgente que hace 20 años porque la situación es más preocupante, tanto porque estamos sobrepasando, en algunos casos, o acercándonos peligrosamente, en otros, a los «límites planetarios» que delimitan la capacidad de los sistemas humanos para utilizar los recursos naturales, siempre necesarios para el desarrollo y el bienestar de las sociedades bajo umbrales seguros sin alterar irreversiblemente la integridad y funcionamiento de los ecosistemas y evitar un mayor daño a nuestro planeta.

Los dos temas principales que se van a tratar en la Conferencia de Río+20 se concentran en la economía verde en el marco del desarrollo sostenible y la erradicación de la pobreza, y el marco institucional para la sostenibilidad, tomando como punto de partida el reconocimiento de que el desarrollo sostenible, con sus tres pilares reforzados y que se refuerzan mutuamente, ha sido el objetivo general de la comunidad internacional desde la Conferencia de Río´92.

El eje conceptual que vertebra este documento gira en torno a la necesidad de promover, una nueva economía verde (o economía ecológica) en un renovado y reforzado contexto de desarrollo sostenible, que impulse la descarbonización, desenergización y la desmaterialización del sistema productivo, potenciando la creación de empleos verdes y propiciando vías sostenibles para los modos de producción y consumo con una gestión racional y eficiente de los recursos naturales.
